About ME

Who am I?

Consultant CIO | Technology Transformation | Using Innovation to Unlock Value | Non-Executive Director & Advisor

Core to who I am is a belief in pushing the boundaries of what is perceived as possible, to drive long term gains and evolve organisations to meet new, and future challenges, head on. Tempered by the knowledge that change for change’s sake is a fool’s mission, I seek out, evaluate and lead innovations on the basis that they unlock new value. With many years operating as the conduit between technology solutions and business needs, my strength is in being able to lead transformational programs through significant uncertainty, complexity and challenge.

I have earned a reputation for developing strategies and roadmaps synthesising people, process and technology elements in a way that drives outcomes beyond expectation. Somewhat uniquely, my science background has given me a solid grounding in the first principles of problem-solving, a fresh perspective that I bring to technology change. I believe that a workplace should be a balance between empowerment, enforcement and enjoyment, and I strive to instil a positive culture based around these characteristics.

David explains the rationale for the Virtual CIO Advisory. I didn't want to reflect on what I'd accomplished in a few years and be just another 50 something CIO. I want to be able to look back and know that I've helped make a difference by sharing my learnings, knowledge and experience. The Virtual CIO Advisory provides me that opportunity to make a difference.

As a board member, I foster relationships by working closely with management and other members, providing leadership and vision, while being a contributing, inspiring team member, focused on achieving business outcomes.

Founder / Chief Innovation & Technology Officer

The Virtual CIO Advisory

In 2011, I founded a boutique consultancy providing business advisory and assurance services to clients across industry verticals, focusing on enabling business success through technology transformation, people and process change and critically, strategic alignment.

A C-level conduit, I provide independent advice across engagements, assessing business and technology alignment and capabilities to create and implement strategic and operational development activities.

2016

Chief Information Officer

Central Coast Council

Joining the newly created Central Coast Council following the amalgamation of several local authorities, I led the transformation of the IT environment, securing buy-in from stakeholders across the organisation in the new operating model and structure.

A high profile leadership role, I championed a change strategy that encompassed technology, people and process elements, enabling the delivery of a multimillion-dollar program that consolidated legacy systems onto a single platform.

As the public face of the program, I also led all change communications with the Council and wider community.

Head of Business Technology Services (CIO)

Proxy CIO, I was tasked to establish a technology capability recognised as an enabler of business performance, while leading a program of business improvement initiatives to deliver sustainable business benefits.

A trusted advisor and member of the senior leadership team, I defined and delivered a transformation strategy with a focus on customer experience and standardisation.

2007

May 2007 to Dec 2014

Chief Information Officer (Various Agencies)

NSW Government

During this period, I held executive leadership roles with various NSW Government agencies, including General Manager Technology Operations at NSW Police Force (2007 – 2008), the NSW Office of State Revenue (2008 - 2010), Communities NSW (2010 - 2011) and NSW Department of Trade & Investment (2011 - 2014).

In each tenure, I was tasked to build IT capability and lead IT transformation following departmental restructures, evolving people, processes and systems to support the delivery of core mandates.

A strategic advisor, I guided senior leaders in a range of ICT issues including cybersecurity, operational efficiencies and capabilities, working in partnership to identify business needs and secure buy-in to innovative technologies. I held full budget control for each transformation program, managed a lean BAU IT team and provided leadership to >100 staff, shaping compelling communications to improve agility to change.

Sydney Society of Model Engineers

Secretary & Board Member.
The Sydney Society of Model Engineers Inc. (SSME) is the oldest model engineering club in Australia and the oldest continuously operating Model Engineering Club in the World, it was founded in 1906. The aim of the society is to promote all forms of model engineering.
